22 Windsor residents evacuated from their Ouellette Avenue apartment building earlier this week are heading home this morning. Windsor city building officials deemed the structure unsafe after the parking garage next door collapsed on Thursday. Mayor Eddie Francis says everyone has been very understanding. The building was declared safe on Friday, but the city offered to put them up in a hotel an extra night because some of the residents do shift work.
